It is a common mode of thinking among scholars and lay persons to equate modernization with Westernization. When developing nations started to industrialize and adopted Western style political and administrative system down to leading a life style of Westerners, it was often said that was a modern society and the people had a modern outlook. At times, they might even say so and so person was very Western in outlook and behaviors. But Samuel Huntington argued that industrialization and adoption of certain Western institutions and practices was not the same as Westernization. Countries in the West such as Europe and the United States that are industrialized would have the foundation in the various aspects such as politics and administration such as the concept of the rule of law, adoption of the merit system in administrative organization, Christianity, recognition of equality and human dignity,etc.
