Your objective is to produce a vision of where you are going to go with the implementation, not a detailed design. The process could be compared with architects winning a contract to design a building. While they do not design it in detail, they do construct a model of the building with the building’s main features so they can explain the design. The detailed designs — structural, electrical, plumbing, etc. —are worked out after the overall design is approved. In the same way, the policies and procedures to support your vision process design will be worked out in the implementation process.
