The contextual overlaying strategy also can be applied in a sequential format. For example, a quantitative outcome evaluation indicated that a free fertilizer-to-farmer program in a developing country failed due to low participation of farmers. A field study was carried out to study the reasons for the program failure. It was found that the problem was in the service delivery protocol. The fertilizers were distributed at local police stations. Unfortunately, farmers and other local residents were afraid of and distrusted the police. They were reluctant to go to police stations to provide their names and other personal information to get the free fertilizers.
