In the beginning of the 1990's, the Computer
Controlled and Managed Voting System
(CCMVS )Cl] developed for the Beijing People's
Congress had a significant impact on the election
process. However, users are now requiring a
voting system with more reliability, accuracy,
speed, and flexibility. The Network-based Voting
System (NVS ) was developed as the next
generation system[1].
This paper discusses the defects of the
traditional voting system, CCMVS, and presents
the framework of the new voting system, NVS,
which seeks to enhance the performance of the old
system. The implementation of NVS is divided
into three components: data collection, data
transfer, and data management.
