Duties and Responsibilities:
As a member of UNDSS Thailand, the incumbent is expected to ensure the good working and implementation of effective operational strategies of the Division of Regional Operation (DRO), focusing on achievement of the following results:
Summary of key functions:
Assists SA/DSA in collecting, updating and communicating information regarding the security situation in the country;
Assists in maintaining the Security Plan, SRA, SOPs, including updating staff lists;
Supports the SA/DSA with the assessment of Minimum Operational Security Standards (MOSS) for the duty station;
Assists in reporting security incidents affecting UN staff, offices and assets;
Organizes and delivers training courses on security awareness and preparedness;
Assists in ensuring residential (Minimum Operating Residential Security Standards – MORSS) and office safety, and security preparedness;
Provides Finance and General Administrative assistance to the SA/DSA.
1. Contributes to information collection, sharing and coordination with local law enforcement agencies/INGOs:
Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation;
Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the SA/DSA;
Maintains regular contacts with Security Focal Points of UN agencies;
Produces specialized statistical and periodical reports, as requested by SA/DSA;
Assist the SA/DSA in producing updated security threat assessments, security information reports and other security relevant information;
Provide information and assessments on security incident within the country for the use of SA/DSA.
2. Maintains the Country Security Plan, SRA, SOPs, etc. including updating staff list:
Under the SA/DSA supervision and guidance, modifies/updates the Country Security Plan, Security Risk Assessment (SRA), Standard Operating Procedures (SOP), Warden and Alternate Warden System;
Liaises routinely with UN Agency Security Focal Point to update UN Security Plan, personnel listings, office locations and staff movements;
Conduct SRA for the UN programme/event when required and draft report for SA/DSA;
Conducts Facility Safety and Security Survey (FSSS) of all UN facilities in the country and present draft report to SA/DSA;
Keep UNSMIN site updated with applicable information/record for DSS, Thailand.
3. Assists the SA/DSA in monitoring compliance with Minimum Operational Security Standards (MOSS) established for the duty station-
Draft/Review MOSS when required;
Draft MOSS self-assessment template for the UNAFPs (UN Agency, Funds and Programmes);
Assist UNAFPs in conducting their self- assessment;
Upload the self-assessment report to UNSMIN site.
4. Assists in reporting and recording security incidents affecting UN staff, offices and assets
Draft Daily/Weekly security situation reports;
Maintain/record security incident database (Significant Security Incident Reporting System- SSIRS) and assist in the preparation of Country Briefing Notes, SG’s report to GA, etc.
Conduct daily security clearance on TRIP and monitor the system in tracking movement of UN personnel in the country for security assistance;
Draft timely all mandatory reports (Country Briefing Notes-CBN, SG’s report for the GA, Travel Warning Information File- TWIF, staff list, UN offices locations, etc.) for the DSS HQs.
5. Provides support in organizing and conducting training courses on security awareness and preparedness, and providing security orientation to newly assigned UN personnel. Conducts security briefings, as required by the SA/DSA;
6. Assists in ensuring residential (Minimum Operating Residential Security Standards – MORSS) and office safety, and security preparedness;
Review/draft the MORSS when required;
Conducts security evaluations and provides advice on security measures for the residences (Minimum Operating Residential Security Standards - MORSS) of UN staff, as well as on latest trends and threats to staff safety and security;
Maintains liaison with commercial companies used for UN security at offices and residences, in order to ensure the effective and efficient use of the guard force;
Monitor MORSS compliance and draft report for the SA/DSA.
7. Provides general administrative and finance related assistance to the SA/DSA
Maintains routine and confidential correspondence files/documents;
Maintains a database on contact details in relation to host country security authorities;
Arranges appointments, receives visitors, places and screens telephone calls and answers queries with discretion, and takes minutes and/or notes at meetings.
Assist in monitoring DSS Core and Cost Share Security Budget in coordination with UNDP/ESCAP Finance Unit and keep SA/DSA regularly updated on the budgets;
Maintains liaison with UNDP and ESCAP Finance, Administration and HR and effectively deals procurement, inventory management, petty cash, vehicle maintenance, etc. relevant to DSS.
8. Performs other security-related tasks assigned by the SA/DSA
Maintain databases of all SMT minutes and submission to UNDSS HQ;
Record minutes and draft presentation for Country Security Management Team (SMT)/Security Cell meeting;
Draft SMT/Security Cell agenda for the review and circulation by the SA/DSA to the SMT/Security Cell members;
Provides interpretation and translation skills from Thai to English and English to Thai to the SA/DSA when required;
Performs any other duties as required and directed by SA/DSA.

Qualifications:
Education:
Higher Secondary education (Grade-12). Preferably a bachelor’s degree in arts or social science (e.g. political science, public administration, etc.) with minimum 7 years’ experience in security services (Police/Military/INGO/UN).
Experience:
6 years’ experience in security, preferably in the military or police context or related field of work. Prior experience in security with the UN system or an international NGO is desirable;
UN personnel applying for the post must submit their last 2 (two) RCA (Result and Competency Assessment)/Annual Appraisal Reports.
LanguageRequirements:
Fluency in written and spoken in English (UN) and Thai (National) language is mandatory.
Other Skills and Requirements:
Knowledge of HF and VHF radio operation;
Experience in diplomatic security, protection and intelligence considered an asset;
Knowledge of host country safety and security codes;
Solid computers skills (MS Word, Excel, Access and PowerPoint);
Possession of a valid driver’s license;
Ability to travel;
Physically fit.
