His Majesty recognized these problems and thus he proposed an idea that later became known as the New Theory of Agriculture, which emphasizes diversified farming techniques and the need to develop the communities, stage by stage, by laying down a firm foundation first.
According to the New Theory, during the first stage, the aim is to enable farmers to support themselves, especially as far as rice, their main staple, is concerned. If the main problem is a lack of water, they should dig a pond to make sure that they have enough water for farming and household needs. In some circumstances, the government or private sector may have to support the farmers in preparing the pond.
