The demand-pull instruments include both financial incentives and different forms of regulations. Between 1979 and 1989, investment subsidies were given to wind turbine owners. Between 1992 and 1999 a production subsidy was given, in 1999 amounting to DKK 0.27 kWh to private wind-turbines owners, in the form of a reimbursement of the CO2 tax and a difect subsidy. Complementing the production subsidy was a law that obliged power utilities to pay wind-turbine owners a kWh rate of 85 petcent of the utility's production and distribution costs
