But structures like constitutions (see references on pages 16 and 24) are not fixed and immutable. They are changed by action, and some actions may be specifically directed at trying to change structure. The prevailing order is continually being renegotiated. This is clearly not an easy process, but in addressing the determinants of decision-making, it is one which must not be entirely disregarded (this sort of approach to the relationship between structure and action is explored in the sociological writings of Giddens: see bryant and Jary, 1991, for a discussion of this). These are themes to which we will return in the last chapter.
