Data were collected from a sample of 24 participating water sector organisations using a Likert scale questionnaire and
the purposive sampling method. Homogeneous sampling as a purposive sampling technique was used to achieve a homogeneous sample; that is, a sample whose units (e.g., people, cases, etc.) share the same (or very similar) characteristics or traits (e.g. group(s) of people that are similar in terms of background, occupation, etc.).
