In an effort to investigate issues associated with road and vehicle safety and identify potential
areas for improvement, the APEC Transportation Working Group (TPT-WG) commissioned a
report “Road Safety Measures for Heavy Vehicles in APEC Transport Supply Chains” in 2011.41
This paper specifically aimed to: (1) identify road safety issues relating to heavy vehicles in
selected APEC economies; (2) quantify the economic impacts on the supply chain of heavy
vehicle crashes; (3) identify any barriers to improving safety that currently exist; and (4) create a compendium of safety interventions, supported by case studies, which could be applied in
developing economies. This study was informed by a comprehensive literature review focused
on heavy vehicle safety issues in the region; a questionnaire distributed to government agencies
responsible for road transport/road safety in all member economies; and field visits with stakeholders from three member economies.42 (Summary findings from this report are
