The Chart Pattana Party on Wednesday proposed to the Constitution Drafting Committee that the majority of the lower house should be able to vote for a neutral prime minister when the country faces political deadlock.
Gen Lertrat Ratanavanich, spokesman for the committee, said Chart Pattana wanted the new constitution to allow an outside prime minister when an elected prime minister was removed following impeachment or the when nation reached a political impasse.

Chart Pattana proposed that a neutral premier should receive votes from three quarters of MPs to be elected, work out solutions to a national crisis and stay in office until the situation return to normal and a fresh election could take place.
On Wednesday, Chart Pattana and the Palang Chon Party presented their ideas for the new constitution to the CDC. Both parties prefer small constituencies and proposed that the Election Commission be tasked only with organising elections.
The parties want the EC's authority to disqualify election candidates to rest instead with a court and affected parties should be able to appeal against disqualification rulings.
Both parties want elected senators to outnumber appointed ones and appointed senators to be better educated and older than elected senators.
Palang Chon proposed that party executives found guilty of election-law violations be banned individually, instead of dissolving the party and banning all its executives.
Chart Pattana, meanwhile, recommended that the public directly elect provincial governors.
The CDC was set to hear ideas from the Matubhum Party on Thursday and from the Pheu Thai Party on Friday. However, since Pheu Thai has refused to see the CDC, Gen Lertrat said his drafting committee would meet Pheu Thai representatives individually.
