there shall be one idle asset database (register) in the hub,which shall serve as a common and only database for all countries (and other hubs). this register shall be owned and maintained by the hub investment controller.
Any asset available (or to become available) for transfer to any affiliate must be declared in the register, which includes:
1. Asset which are idle
2.Assets expected to be idle in the near future (e.g. contract termination),
3.Assets on stand-by with no visibility of being restarted in the next 2 months,
4.Under-loaded or under-performing assets under risk of impairment.
The following assets shall not be included in the database:
1. Idle assets already contractually committed to a customer ( i.e. contract signed)
2.Not refurbish able idle assets due to very poor condition.
the register shall be update at least at the end of each quarter, under the responsibility of country controller or asset manager. bes practices to fill and update the register are available
