Yes, that looks like his tail may have been in some pain and sorry he got caught in that situation.

I can tell you of a worse situation with my cat that was visiting my grandmother and grandfather's estate and this was not caused by snakes.
It was caused by human hunters who set inhuman, spike, metal, spring traps and the cat had to live through most of her life with only three paws after her one paw was caught in a vicious trap!
And my mother was there to assist the veterinarian because he told her she had much talent in that field.
That cat's name was Salem and she was some strong creature and lived out a good, long life with only three paws-she even caught a bat once and of course plenty of mice, ha-ha!
