Under this sub-component, extracted optimum suitable EPZ are firstly used to generate centroids and set up as Evacuee Transfer Center (ETC) for each Flooding Zone (Zone I to Zone IV). Then, road network dataset and ETC’s location are used to generate accessible time zone for each Flooding Zone under network analysis. In practice, roads with limit of impedance are used to analyzed and allocated accessible time zone within 10, 20 and 30 minutes from villages to ETC. Finally, number and name of villages in each flooded zone I to IV are indentified and accessible time zone are generated. Flow chart of ETC allocation and accessible time zone generation is displayed in Figure 3.10. The ETC locations are further used to identify shortest path for migration of each village to ETC in the next step.
