Abstract
This research is performed by the descriptive- analytic method. Most of the information and
data are collected by field understanding and observation in the limit of neighborhoods. The
results of the questionnaire designed by the method of Delphi and completed by the experts
of urban affairs in situ are used during field consideration of the neighborhoods. Six physical
factors including openness of the space, texture density, vegetal cover, the light of passages,
urban furniture and the passage quality are considered and scored to analyze and rank the
security level. Efficiency coefficient of every parameter in the security quality of the
neighborhood was calculated by the weighting model. The final weight of every neighborhood
was determined during the binary comparison of different neighborhoods in the city of
Semnan. At the end, the final rank of every neighborhood was determined in the security level
based on the physical factors by the hierarchical analysis of AHP. According to these studies,
the factors of the light and quality of the passages and the factor of the space openness had
the highest and lowest efficiency coefficient respectively among the considered factors. Out
of 15 considered neighborhood, the neighborhoods of Golshahr, Felestin and Jomhuri had the
highest security level and the neighborhoods of Chaharsad Dastgah, Ruzbeh and Maskan e
Mehr had the lowest quality according to the physical factors paving the way of crime. It is
observed according to these results that these neighborhoods are located in the margins and
in the compulsory development wave of the city and low income and non-native people live
there. There are more crime predisposing factors in these neighborhoods.
