State Strategic Planning. The states seem enamored with strategic planning. Forty - seven states require, either legislatively or by administrative means, “strategic planning regarding agenvy mission, goals, and objectives.”55 The percentage of governors who provide written “overall policy guidance” to their agencies (clearly strategic planning) in preparing agency budgets has increased steadily from a third in 1970 to 70 percent today.56 Nearly two - fifths of state agencies hace fully implemented strategic plans, and almost four - fiftjs have partially or fully implemented strategic plans; strategic planning, in fact, has the highest rate of implementation of any of eleven managerial innovations surveyed in the states.57
