To solve the above two problems, this paper starts from the
interactions between the group elements, expands the meaning
of entropy in physics and chemistry, defines a generalized
entropy which can represent the non-linear dynamics of an
open system, and introduces the dynamic law to control the
evolution and development of the information system - the
maximum generalized entropy principle (MGEP). On the basis
of this principle, we export the micro-dynamic equation of the
evolution of the information system and corresponding give out
method of numerical simulation. Finally, through case study,
we reveal the evolution process of a common information
system -- the Internet system of China.
