For the changes to take place, a new type of strategy
for lifelong learning is necessary in Finland, which is to
be prepared in connection with the next Government
Programme. The strategy for lifelong learning involves

a significant input into adult education.

opportunities, which react to sudden changes.
Educational provision that is in line with the demand for
competence stems from sensitivity to individual needs
and increased learning at workplaces. The ability to react
to change and ensuring the quality of education demand
strong, profiled educational institutions. Education policy
