Overweight vehicle permitting fee structures can be classified as fixed, weight-based, distance-based, or a combination of weight-based and distance-based. The fee types cover a spectrum in both complexity of administration and their relationship to actual consumption, as shown in Figure 1. At one extreme, fixed fees are the easiest to administer and require the least administrative resources, but they are least related to actual usage. On the opposite end of the spectrum, weight–distance-based fees are the most closely related to consumption but are the most complex to administer.
