3.1. Selection of indicators
We used a modified Delphi method with a 5-point Likert scale and a three-round questionnaire-based survey of respondents (scholars, government officers, and industry representatives). According to the results of the questionnaires, an indicator is considered to have achieved a consensus and subsumed in the indicator group when the indicator average is greater than 4. An indicator is deleted if the average is less than 3.5. The indicator is passed on to next round if the mean value falls between 3.5 and 3.9 [27]. This study selected 29 indicators according to the results of the questionnaires, professional consensus, and available data [28] and [25] (Table 1).
