Thanks for your feedback, but we cannot disable that filter to resolve this issue,
instead we need to identifuy why filter HPD:INC:Assignment_BasedOnCICharacteristics was triggered.
its qualification is ('Service Type' = "Infrastructure Event") AND ('Assigned Group ID' = )
Pls check whether the Service Type of that "test" template is "Infrastructure Event";
if yes, pls check whether the Assigned Group ID of that Assgined Group in the template is blank or not.
You can check from DB end.
