The purpose of artificial reefs is to aggregate fish for fishermen to catch and not for the restoration of fishery resources [34] and [35]. The importance attributed to this indicator is the lowest (Table 2). The indicator for ratio of natural coastline length to total coastline length (I4) exhibited a reduction, indicating that the natural coast is disappearing as a result of human activities, such as harbor construction, landfill, and breakwater and jetty constructions [36]. No indicators related to the measurement of total allowable catch and fish fry were released. This may have occurred because stakeholders considered these policies as unimportant.
