The other serious weakness is that, as an investment, the present educational system serves
private more than social goals. Whereas the first weakness concerns inequalities in educational
opportunities, the second relates to national educational policy which at present is not geared to the
proper development and training of national human resources. While university-oriented preparation
is adequately provided by state services, true vocational training has not been given sufficient emphasis as an educational priority. This situation results in the following general consequences:
