The Solution to Haze Pollution and Forest Fire Problems in the Upper Northern Region : In 2010, the situation of haze pollution in 8 provinces in the upper Northern region (Chiang Mai, Lamphun, Chiang Rai, Mae Hong Son, Lampang, Phayao, Nan and Phrae) indicated that Chiang Rai had the highest number of days with the detection of particulate matters (PM10) at the level exceeding the standard (43 days from 119 days) The evaluation of areas risking to open burning using satellite images revealed all hotspots occurred in the country. Of the total hotspots, 41% situated in reserved forests, 34% in agricultural areas, 25% in conserved forests. Of the total hotspots, 42% were numbers of hotspots in 8 provinces in upper Northern region which the majority of 55% were in reserved forests, 33% in conserved forests and 12% in agricultural areas. This was because there were forest burnings in the upper Northern region for the shifting cultivation. Areas with the highest risk to open burnings based on the highest numbers of detected hotspots were Wieng Sa district in Nan; Khun Krong Yang district and Um Phang district in Tak and Mae Jam district and Om Koi district in Chiang Mai Measures to solve the problems focused on the readiness to handle the forest fires during the drought, monitoring the forest fires, strictly prohibiting the burning of solid waste and roadside burning of farming residues and weeds. This was the Agreement on Cooperation to Prevention and Solving of Open Burning and Haze Pollution in the North among 7 government agencies (Prime Minister Office, Ministry of Defense, Ministry of Agriculture and Cooperatives, Ministry of Transport, Ministry of Interior, Ministry of Public Health and Ministry of Natural Resources and Environment). There was the preparation of the Action Plan on Solving of Haze Pollution and Forest
