Apart from the Hmong, the RLA regulars also needed military training. In accordance with the Geneva Accords, only the French military officers were allowed to give military training in Laos. However, the French were uncooperative in this regard. The Thais and the Americans then found leeway to have the Laotian regulars trained at an RTA base in
Lopburi. With the same arrangement for the Hmong training, Washington would bear the costs of training, including equipment, while Bangkok provided facilities and trainers.
