Critics of cosmopolitan citizenship doubt
whether these developments represent a
major advance in world citizenship. In an
argument close to Miller’s, Neff (1999)
argues that international lawyers are often
sympathetic to the normative claims of
those that expound the merits of cosmopolitan
citizenship but there is nothing to suggest
that the idea of world citizenship
contributes to international legal thinking.
