Strategic planning framework for the development of the infrastructure in the kingdom of BahrainMost research focuses on project planning at an operational level, few address project planning at the strategic level. The majority of the models are designed for the private sector, but few serve the public sector. While the strategies are aimed at fulfilling the mission and vision that take an organisation from where they are to their desired level, strategic planning is also an essential driver. It provides the strategy along with the reliable methods to address the concerns identified. Strategic planning is conducted at a high planning level; for nations, it enables National Strategies 'goals to be achieved through an integrated approach. Despite the importance of strategic planning, the infrastructure strategies in Bahrain are formulated in a fragmented manner. Strategic planning is carried out on a silo basis due to the absence of an independent planning authority to set priorities and coherent strategies. This research investigates the problems and shortcomings at different stages of strategic planning with the aim of finding coherent solutions through an integrated strategic planning approach. It proposes a framework for the harmonious strategic planning of public sector infrastructure. The proposed framework is intended to streamline the development of strategic planning processes of public sector organisations and formulate an integrated approach in managing infrastructure projects in Bahrain.
