The case of Malaysia is instructive. The Malaysian
government has taken a number of initiatives to encourage
and promote franchising as a deliberate strategy to
increase the number of entrepreneurs and to encourage
homegrown franchise concepts. A Franchise Development
Program was originally established in 1992 under
the National Development Policy and under the office
of the Prime Minister’s Department as a strategy to
achieve a faster and more effective growth rate in
the development of entrepreneurs in the country. The
objective is the identification of strategic and unique
new businesses that can be developed into franchise
businesses and is achieved by the appointment of franchisees,
creating local franchisors by assisting entrepreneurs
and=or investors to become master franchisees for
overseas products that can be franchised successfully in
Malaysia
