In this construction, the formal scheme is used as a resource for bringing anything that happens within an organization under the criterion of success or failure when real results are not visible, or must be discredited. This is not a simple matter, of course, because the scheme does not promote a single ideal of economy but specifies a field of economy in which various aspects of an operation may compete for priority.
