Global warming is one of the most important issues
in the environmental sector. International cooperation is
needed to address global warming; the Intergovernmental
Panel on Climate Change was established by the
World Meteorological Organization (WMO) [1]. The
fourth report issued by the panel forecasted that greenhouse
gases (such as carbon dioxide, methane, and nitrogen
dioxide) will increase global temperature by
1.1e6.4C, and the frequency of extreme weather phenomena
(such as a rise in sea level, storms, and heavy
rains) will be expected to increase [1]. Korea’s average
temperature has been increasing, in line with the world
trend and, as of 2000, compared to 1970, rose by 0.2C
in summer and 1.3C in winter. Furthermore, precipitation
from 1996 to 2005, compared to the past,
increased by 10% to 1485.7 mm, but the number of
precipitation days has been decreasing with the strength
of heavy rain (heavy rain days) on the rise
