The system of freight collection, distribution and transportation is not well
organized. Freight equipment is insufficient; bill of lading cannot be shared with
others. Empty containers cannot even be returned from inland locations, thus
affecting loading efficiency. The main reason is lagging information technologies.
For example, electronic data interchange (EDI) is still in the process of development
for many logistics partners. There is no unified system in China to connect
customs and the department of inspection and quarantine. Multiple transportation
styles are not easily integrated in a business-like manner. The Chinese government,
realizing these deficiencies, is trying to reform its policies. It is investing in
