All these obligations apply equally to inland and coastal wetlands under
the very broad definition of wetlands in Article 2.112. Parties may of course
develop more detailed classification systems as a basis for national wetland
legislation and management programmes13. However, if a Party chooses to
define wetlands more narrowly (for example, by excluding coastal/marine
wetlands), it should ensure that legal and institutional measures applicable
to such areas remain consistent with its Ramsar obligations.
