studies of third world public bureaucracies have often ignored or underestimated the significance of the socio-political context which has a considerable impact on public organizations in these countries. therefore, they fail to clearly present and understand sociopolitical phenomena such as the nature of domination, conflict, coercion, movement, and change which are rooted within social and political structures of both public organizations and the political system as a whole. these phenomena are closely linked and important for explaining organizational and administrative problems in third world countries.
