Third, we focus on convergence. We need to complement decoupling drivers’ assessment and spatial dimensions by investigating how the dynamics is moving in terms of leaders and laggards. Convergence analysis tells us whether (poorer) southern regions are catching up in terms of waste performances. We can expect mixed results. Given that real catching up in terms of income has not occurred in recent years, even for short periods, catching up in waste generation per capita would mean that the performance of the poorer regions in the South has been deteriorating.
