I'm curious about NGGs from the first until now, can you make a list? For the sake of an exhaustive list, I'll try to include some of the contenders. The indisputable ones are Wonder Girls and SNSD, the two most recent NGGs. There are some that debate whether WG qualify to be NGG given how short their reign was (blame JYP and his obsession with America) but credit needs to go where credit is due, and credit is definitely due.
There are a few that would include Jewelry who came before WG but I think that's a very unpopular opinion, with the majority of people preferring to see the throne as having been vacated.
As popular as 2NE1 may be, I think that you'd struggle to find an honest BlackJack that could say that their group is on the NGG-tier at the moment. Same goes with groups that follow the formula (A Pink) or groups that are popular at the moment (KARA, SISTAR, Girl's Day etc)... though KARA stomped over the Japanese market like nobody's business. There seems to be that extra little something that you need to be considered NGG, basically a tier above the top-tier.
The one that came before (and first) is up for fierce debate. FinKL or SES? (Sorry, Baby VOXX). The general opinion seems to be SES but the distance between them seems to be very slim. It's also noted that FinKL were beginning to gain ground as soon as SES disappeared abroad to Japan (see any patterns?). It's hard to pin-point when exactly SES rose to the position, as late 97 is too early and early 98 seems too late.
Meanwhile, the musical acts that came before are called "idol groups of that era" in retrospect but they never had that label. Even SES and FinKL were called "Nation's Fairies/Pixies" more than NGG.
Anyway, our list would look as follows:
1. SES (97/98 - 02)
Vacated (02 - 08)
2. Wonder Girls (08 - 09)
3. SNSD (09 - Present)
That is a pretty damned short list. And it does put SNSD in a position where they are either joint or are outright longest reigning NGG in history. It should also be noted that WG and SNSD (along with Jewelry to some extent) made girl groups commercially competitive with the boys, which makes their second generation reigns so much different from SES, once you understand the evolution of the industrial context.
