Human resource management of the organization is the responsibility of all managers. It is about diverse practices for all levels of employees in the organization (DeCenzo and Robbins, 1999). It is the way to organize and administer the staffs, so that they can apply their knowledge and competences to their upmost that will generate advantages of the organization in the competitions. A study found that human resource management with ethical concerns such as business ethics training or discipline violators of ethics standards is a good practice for ethical climate development in organizations (Carroll and Buchholtz, 2000). Human resource management with ethical concerns, therefore, can generate ethical climate in organization. On the contrary, if the human resource management of the organization unit applies unethical practices, ethical climate and personnel behaviors will be reversed.
