What is needed is a clear understanding of what variables
are the most high leverage variables to create change, a sound
understanding of the relationships between those key variables to
explicate how interventions in one part of the system impact
outcomes in the other parts, and mechanisms to provide key
stakeholders in STEM education with timely and high-quality data
to drive decision making. Arguably, educational researchers and
evaluators are poised to contribute sound theory and measurement
which could meet these needs and serve as a key part of
improving STEM education.
