Additionally, a rate-limiting step for construction of large-scale solar power plants is the permitting process for the installation and operation phase. Delays in permitting occur largely because the impacts have not been studied or understood. In this paper we develop an improved understanding of the environmental impacts of the installation and operation phases of solar power. We identify and appraise 31 impacts related to issues of land use, human health and well-being, wildlife and habitat, geohydrological resources, and climate.
