Planned settlement has taken place within a legal land tenure framework, and is
characterized by the planned provision of services and infrastructure. Under apartheid, planned
townships were constructed on the fringes of towns and cities. The services were frequently
basic, but in many townships these services are far superior than those in the informald
residential areas that have grown within and around them. Unplanned settlements evolved as
people settled in areas that are closer to employment opportunities. They occurred in a range of
locations: within planned townships, on open land within an urban area, or in peri-urban areas.
Peri-urban squatter settlements for instance, developed on farms or smallholdings situated on
the outskirts of cities and towns.
