Women committee members in Indore looked for ways to
cement their links with higher decision-making structures to
gain leverage for services in the future. Their efforts were aided
by the responsiveness of DUDA. Unlike the municipal corporations,
DUDA has community officers on its staff. The CO
assigned to Ward No. 64, where the project settlements were
located, was a woman with strong leadership qualities. The
absence of an intermediary organization to mobilize the communities
meant that the CO assumed this role. She explained
how she had dealt with the project single-handedly although
DUDA staff had been assigned to assist her. A DUDA official
