Abstract
People can watch Internet TV anywhere in the world as long as they are connected to Internet. The number of smartphone users has increased so rapidly that almost everybody carries one all the time. Considering availability of Internet TV and popularity of smartphones, we believe that streaming out videos that introduce local culture on an Internet TV is one of the most efficient ways of publicizing Korean culture and attracting tourists. Therefore, we have built Gyeongju Smart Broadcasting (GSB) system that is an Internet TV System. This paper introduces our Android application for the system. This application provides nVoD (near video on demand: Movies are streamed with multicast upon a schedule), VOD and primitive location-based services.

We are witnessing rapid growth of the number of smartphone users as the following quotes assure it:
The number of mobile users with Internet access grows rapidly and most of users will get to know the Internet via their smartphones rather than their computers. Mobiles has been the most important factor for bringing the benefits of the Internet to the palms of broader populations [1].
Advances in mobile phone technology and the ability to run mobile applications (apps) have resulted in thousands of mobile medical apps with functions ranging from medication adherence to first aid [2].
With the recent fast increase in the number of mobile users, more mobile devices are shipped daily and more mobile APPs and applications are deployed and launched to provide diverse mobile application service needs [3].
TV is another example popular device. It is well known that TV (including Smart TV) has captivated the eye of billions of people around the world [4]. We have implemented an Internet TV system for the local government. This paper describes our Android app we have implemented for the Internet TV system with which people can enjoy TV like services anywhere and anytime.

Applying the Netscape plug-in application programming interface (NPAPI) to use native broadcasting stack functions, the authors of [5] introduced a method of controlling basic functions of smart TV on web browser and proposed personal home screen based on HTML5.
