Hall described that ‘any culture is primarily a system for creating, sending, storing and processing information. Communication underlies everything’, but Hofstede argued that culture as set of problem solutions and basic understanding of the world, is a good basis. It is more fundamental than the ‘Hochkultur’ or even culture as tacit civilization and includes Hall’s point of view, culture as communication system, and other definitions that see culture as tool for differentiating groups (Gould and Grein, 2009).
Secondly, The function of culture in society is looking from the outside trying to find variables that occur in many cultures and thus enable comparison or trying to understand a particular culture from the inside point of view (Pike, 1954). One thing is very important for culture in society of organisations is that how to cultivate cross culture. When cross culture or values of culture already required employees to do organisations’ plans. Organisations need cultivate culture and explain the reason why organisations should have the culture to old and new employees every opportunity and need to be reminded regularly. For the theoretical model can divide three mains of model, such as Edward T. Hall, Geert Hofstede, and Fons Trompenaars.
