The aim of Integrated River Basin Management or Integrated Water Resource Management is to bring together stakeholders at all levels, from politicians to local communities, and to consider water demands for different sectors within the basin [3]. Achieving adequate allocation of water to wetlands requires that the water needs of the wetland, including those in the estuary and coast, are defined and communicated to other stakeholders. It is also essential that the benefits of wetlands, such as their hydrological and ecological functions and their provision of goods and services, are determined in order to justify the required allocation.
