Sellers are not currently required to use paypal, they are required to offer at least one "safe" (for buyers) payment method – either paypal, paymate or credit card.
Without seeing the listing (can you give an item number?) I can't tell very much, but I would be anxious if the seller has low or non-existent feedback. Generally only registered businesses have a merchant credit card processing ability, and it's possible that your seller has offered credit card just to get out of the paypal requirement.
Ebay haven't yet integrated "credit card" into the checkout facility so you'd need to phone the seller with your credit card details, unless they've got their own checkout facility. If a large seller, then it could be OK, but the current information is raising all sorts of red flags.
Most likely the seller will email asking you to pay with bank deposit. Be aware that this has no buyer protection, and is only suitable for a seller with lots of feedback who you trust – if they are dishonest you have no comeback whatsoever. My advice would be, don't do it.
