Achieving Healthy City status demonstrates the commitment of partners to address health issues
and does not mean that the city is regarded as having achieved good health for all. The WHO
Europe recommends a basic model for a healthy city and seeks to put health high on the political
and social agenda of cities.
The overarching goal of the fifth phase of the WHO European Healthy Cities Network is to embed
health and health equity in all local policies and deliver on the three core themes: caring and
supportive environments, healthy living and healthy urban design.
The Cardiff WHO Healthy City Programme is committed to the Phase V themes and through this
approach will work on addressing the determinants of health and tackling inequalities in health.
Cardiff has identified the priorities of health and health equity in its strategic planning through the
Proud Capital: the Cardiff Community Strategy (2007-17), the Health, Social Care & Well Being
Strategy (2008-11), Children & Young People’s Plan (2008-11) and Safer Capital Action Plan. The
development of the Integrated Partnership Strategy and the supporting delivery plans provides a
common approach for 2011 and the partnerships have developed seven agreed outcomes for the
city which include: People in Cardiff are healthy. The Cardiff WHO Healthy City Programme is
integral to the delivery of this outcome for Cardiff.
Partners have agreed to use the issue of obesity as an exemplar and unifier, as a framework for
the Cardiff WHO Healthy City Programme. Addressing the issue of obesity was prioritised by the
Cardiff Vision Forum in 2007 in recognition of the scale and complexity of the issue, and the need
to implement a range of approaches and complimentary strategies to address individual, social,
economic and environmental determinants. Much work already focuses on tackling obesity in
Cardiff and a ‘Healthy Weight, Healthy City’ strategic framework and action plan has been
developed and will provide the details of activities to reduce obesity and overweight and will
provide the core of the Healthy City programme.

The Healthy City Programme will provide a framework for Cardiff to drive forward targeted action,
particularly in areas of deprivation. The programme will advance the public health agenda with
regards to lifestyle choices, the impact of the built and natural environment on health and the
provision of supportive services. Although the focus will be on obesity, the action will impact
across the determinants of health and community engagement will be key to the approaches
adopted.
