In terms of allowing foreign long-haul carriers to operate similar to domestic carriers in trucking markets, member economies largely permit these carriers to compete in the domestic market, albeit subject to restriction. In response to the SCFAP Chokepoints Questionnaire, ten economies) indicated that foreign long-haul carriers in compliance with domestic road safety rules and regulations were allowed to do business in the trucking market. However,
governments do still maintain regulations on foreign long-haul driver operations. Twelve economies reported that foreign long-haul carrier operators were required to be specially licensed in order to do business in their respective economies.
