We showed in Section 1 that the available models cannot predict
reliably the failure load of eccentrically loaded confined columns.
Authors also admit [13] that further research in this area
is needed. We also showed that the prediction of the strength of
FRP confined rectangular columns is unsatisfactory.
Our aim in this article is to present a new model [4] for eccentrically
loaded (Fig. 2b) FRP confined concrete or reinforced concrete
columns (Fig. 8), and to verify it with our own experiments,
which were not published before. We also wish to apply this model
for rectangular cross-sections
