Although the systemwas mainly for the management of coastal
salt industry production, but in fact decided the coastal land resources
utilization and management, and had an important influence
to the land use patterns. To some extent, this special
management system, which was a typical top-down vertical
management system, was very different from the modern concept
of integrated coastal management, with intergovernmental integration
(vertical integration) between different levels of government
such as national, provincial or state and local governments
(Harvey and Hilton, 2006). This special management system
ensured that the expanding coastal land must belong to the government,
rather than the local people; thus, the management
methods were a response of the government, but the development
needs of the local community were ignored.
