There are two contending perspectives on these questions. One perspective, dominant among proponents of PPBS and other systems technologies, holds that the professionalization of policy analysis has meant a shift in power from policymakers to policy analysts. This perspective technocratic guidance is closely associated with an analycentric bias which holds that "the surest way to improve the quality of public choice is to have more analysts producing more analyses. By contrast a contending perspective, technocratic counsel, holds that the professionalization of policy analysis and related activities signifies new and more effective ways to enhance the power of policymakers and other dominant groups whose social positions continue to rest on wealth and privilege.
