Analysis of the section pertaining to perceived degree of program effectiveness reveals
that less than one-third (31 percent) of the respondents felt that the program was highly
effective on an overall basis, while nearly one-half (45 percent) perceived it to be fairly
effective, and nearly one-fourth (24 percent) felt that it was not effective at all.
Examination of specific items within this section reveals that the program was most
effective in promoting communication skills (61 percent), and least effective in
developing skills related to political leadership (16 percent), educational policy analysis
(21 percent), and problem solving skills (26 percent).
